Yes and no.
You can't tell us the name and location of an individual so we can target them and only them. But we can (and do) use a combination of data points to make sure a relevant ad serves to an applicable audience.
For example, you might tell us you want a sweater shop ad to be served on the social channel to middle-aged people in a few specific mountain towns in the same region. As you set up your campaign, select the social channel. Then set the geographical focus to the mountain towns. Finally, use demographic tools to set an age range and gender target. All those settings define where we will serve your ads. Then we use external data to match your targeting settings to a viewer.
